Oxfordshire County Council is the corporate trustee for the Junior Citizens Trust, with activities coordinated by Oxfordshire County Council Fire and Rescue Service. The Trust consists of a group of partners made up from various local authority, commercial and charitable organisations, who all work together to teach children how to be safe. The Trust relies upon resources and some direct funding from partners, together with grants, sponsorship and donations from other public organisations.
